The commissioner shall adopt rules, pursuant to RSA 541-A, relative to:

1. I. The use of department-owned aircraft, and fees charged to other state departments and agencies, as authorized by RSA 422:6, in the event the department becomes the owner of an aircraft.
2. II. Notice requirements for construction or alteration of any structure when such notice shall promote air safety, as authorized by RSA 422:8.
3. III. Terms and conditions of activities at state airways system facilities, including Skyhaven airport, as authorized by RSA 422:9.
4. IV. Application procedures and approval criteria for airport sites, as authorized by RSA 422:16.
5. V. Application procedures and approval criteria for airport registration certificates, as authorized by RSA 422:17 and RSA 422:21.
6. VI. Application procedures and approval criteria for aircraft and commercial aviation operator registration certificates, as authorized by RSA 422:21.
7. VII. Procedures for the conduct of hearings relative to denial, suspension or revocation of certificates of registration, and the imposition of administrative fines, as authorized by RSA 422:29.
8. VIII. Procedures and criteria for the receipt of aircraft accident and aircraft incident reports and the sharing of such information with the public, as authorized by RSA 422:7 and RSA 422:28.
