In this subdivision:

1. I. "Consumer" means a person who purchases home heating oil, kerosene, or liquefied petroleum gas for personal, family, or household purchases.
2. II. "Heating fuel" means heating oil, kerosene, or liquefied petroleum gas.
3. III. "Heating fuel season" means a period of 12 months beginning no earlier than May 1.
