1. I. An application for a certificate of title shall be accompanied by the required fee when mailed or delivered to the department.
2. II. An application for the naming of a lienholder or his assignee on a certificate of title shall be accompanied by the required fee when mailed or delivered to the department.
3. III. The provisions of this section shall not apply to motor vehicles owned by the state or any of its political subdivisions. These entities shall not be assessed any fee for a certificate of title for their respective motor vehicles.
