The commission shall adopt rules relative to:

1. I. The administration, management, promotion, and marketing of the savings plan.

2. II. Maintaining the tuition savings program in compliance with Internal Revenue Service standards for qualified state tuition programs.

   III to VII. [Repealed.]

3. VIII. The administration, implementation, and promotion of the New Hampshire excellence in higher education endowment trust fund established in RSA 6:38.
