The commissioner shall adopt rules under RSA 541-A relative to:

1. I. The issuing of orders under the provisions of this subdivision.
2. II. The issuing of licenses as may be necessary.
3. III. Establishing fees for certificates and licenses issued under this subdivision, as well as any publications printed for distribution to the general public.
4. IV. The collection of fees under this subdivision.
5. V. The printing, publishing, posting and distribution of reports made available to the public.
6. VI. Quarantine measures that may be taken when pests are found in any geographic area.
7. VII. Reasonable rules as may be needed to carry out and enforce the provisions of this subdivision.
