The commissioner of agriculture, markets, and food shall adopt rules, after a public hearing and pursuant to RSA 541-A, relative to:

1. I. Standards for inspection of apiaries.
2. II. Establishing fees for inspection of apiaries.
3. III. Measures necessary for the control, eradication, prevention of the introduction, spread, or dissemination of any and all bee diseases.
4. IV. Certifying imports of bees, and bee supplies or equipment.
5. V. Control of American foulbrood disease of honeybees.
