The commissioner shall adopt rules, pursuant to RSA 541-A, relative to:

1. I. Training programs as required under RSA 161-F:69.
2. II. Eligibility requirements for respite care service.
3. III. Appropriate fees for respite care services.
4. IV. Cost and method of payment for services.
5. V. What constitutes appropriate respite care service.
6. VI. What constitutes an appropriate respite care setting.
7. VII. The administration of this subdivision.
