There is hereby established in the department of health and human services the tobacco use prevention and cessation program, which shall be administered with funds appropriated to the department for such purpose, and which shall include but not be limited to:

1. I. Tobacco use prevention community programs and grants.
2. II. Tobacco use prevention school programs and grants.
3. III. Tobacco use prevention state-wide programs and grants.
4. IV. Tobacco use cessation programs.
5. V. Tobacco use prevention and cessation counter marketing.
6. VI. Evaluation of tobacco control initiatives.
7. VII. Administration and enforcement.
