The commissioner may adopt rules, pursuant to RSA 541-A, relative to:

1. I. With the exception of vital records, guidance and direction in the collection and accuracy of statistical and medical information by data collectors.
2. II. Procedures, conditions, and criteria for release of information, under RSA 126:24-d.
