The adjutant general shall adopt regulations, subject to the approval of the governor and council, relative to:

1. I. Standards and procedures for application and determination of eligibility for interment in the veterans cemetery.
2. II. Operating policies and procedures of the veterans cemetery.
3. III. The type of grave markers permitted in each area of the cemetery.
4. IV. The requirement and location of permanent vaults and grave liners for burials in the cemetery.
5. V. Fees for interment.
