The commissioner of the department shall adopt rules under RSA 541-A relative to:

1. I. Requirements and procedures for the pre-application process and technical review, including requirements for notification of and coordination with municipalities, other state and federal agencies, local river management advisory committees, and other entities.
2. II. Application requirements and procedures for processing a final application for an integrated land development permit, including requirements for notification of and coordination with municipalities, other state and federal agencies, local river management advisory committees, and other entities.
3. III. Applicability of technical criteria of the affected program.
4. IV. Time extensions and duration of a permit, and procedures and requirements for amending a permit issued pursuant to this chapter.
5. V. Procedures and requirements for projects requiring a public hearing.
6. VI. Terms and conditions for permits issued under this chapter to ensure compliance with this chapter and affected programs.
