Terms used in this chapter shall have the meanings set forth below, unless a different meaning is clearly apparent from the language or context, or is otherwise inconsistent with the manifest intention of this chapter:

1. I. "Municipality" shall mean any city or town in the state;
2. II. "Legislative body" shall mean the town meeting in towns and the mayor and aldermen in cities;
3. III. "Governing board" shall mean the selectmen in towns and the mayor and aldermen in cities.
