As used in this subdivision the following terms shall be construed as follows:

1. I. "Supplies" shall mean and include all materials, equipment, printing, furniture, furnishings of every name and nature.
2. II. "Purchase" shall mean and include all contracts for the purchase of supplies, as well as the act of purchasing.
