N.D. Cent. Code § 54-44.8-07 (2025)
The telecommunications services account for the communications impaired consists of all surcharges billed and collected pursuant to section 54-44.8-08. Subject to legislative
appropriation, the department may expend moneys from the account for purposes of implementing this chapter.
