99-01.3-08-13. Disclosure.
The following rules and notice must be posted or made available to players in the area where twenty-one activity is conducted. If made available to players, the rules and notice must be in the form of a handout that is easily visible to the players and may not be a copy of the gaming law and rules:
1. House rules: a. Minimum and maximum betting limit; and b. Use Hole-Card-No-Peek method of dealing or use Hole-Card-with-Card-Reading-Device method of dealing or use No-Hole-Card method of dealing.
2. Player rules: a. Must compute the card count of the player's hand; b. Must be twenty-one years of age or older; c. Hand signals must be used; d. No touching of cards; e. Two betting spaces maximum; f. No side bets; g. No payoff on tie counts; h. Splitting on any pair and two 10-count value cards and limited to a maximum of four hands per betting space; i. Doubling-down on the first two cards dealt or the first two cards of any split hand, except on split aces; j. Double-down bet must equal the original wager or double-down bet may be equal to or less than the original wager; k. Insurance not permitted or insurance permitted - pays two to one; l. Tip betting permitted or tip betting not permitted; and m. Doubling-down on tip bets permitted - must equal the original tip bet or doubling-down on tip bets permitted - may be equal to or less than the original tip bet or doubling-down on tip bets not permitted.
3. Notice: If a person knowingly uses a fraudulent scheme or technique to cheat or skim involving twenty-one, regardless of the amount gained, the offense is a class C felony.
