N.D. Admin. Code § 69.5-01-08-21
1. When a patron makes a complaint regarding pari-mutuel operations a complaint report must be issued upon commission request, setting out: a. The name of the complainant; b. The nature of the complaint; c. The name of the persons, if any, against whom the complaint was made; d. The date of the complaint; and e. The action taken or proposed to be taken, if any.
2. Every complaint report must be submitted to the commission within forty-eight hours of commission request.
