Tank owners and operators shall register their tanks with the fund on an annual basis and the registration year runs February first through January thirty-first. The department shall send a letter, electronically or by mail, to all known tank owners and operators explaining the function of the fund and the requirement to have all tanks owned or operated registered and all fees paid before a petroleum release incident in order to be eligible for reimbursement.
