A protest shall be made in writing, signed by the person making the protest, and bearing the person's home and business address, and shall be filed with the Executive Director:

1. (1) if a general applicant, before the date the applicant is scheduled to be examined; or
2. (2) if a comity, military spouse comity, or transfer applicant, before the date of the applicant's final appearance before a Panel.
