Any Program receiving referrals of licensees from the Board shall be monitored on an annual basis to determine its ability to provide:

1. (1) adequate staffing to supervise participants in the Program;
2. (2) referrals for treatment to professionals, group counseling and facilities; and
3. (3) appropriate post-treatment support.
