The Program shall monitor the cost of treatment. Treatment sources receiving referrals from the Program also shall be monitored as to their ability to provide:

1. (1) medical and non-medical staffing;
2. (2) treatment;
3. (3) facilities; and
4. (4) post-treatment support.
