1. (a) All cosmetology licenses expiring on and after October 1, 2013 shall pay the renewal fee of thirty-nine dollars ($39.00) as required by G.S. 88B-20 and complete 24 hours of continuing education as required by G.S. 88B-21 to be eligible for license renewal.

2. (b) Upon renewal of a license expiring October 1, 2010, the Board shall issue a new license with staggered expiration dates. Licensees shall be divided into renewal groups by first digit of license number and shall pay prorated fees for renewal as follows:
