Every school certified by the Board shall:

1. (1) keep a daily record of the attendance of each student and a record of the time devoted by the student to practical and theoretical work;
2. (2) establish credits; and

3. (3) hold examinations before issuing diplomas.

   These records or any part of the information contained in the records shall be made available on request to any inspector or member of the Board assigned by the Board to inspect records.
