The Board shall approve any of the following programs or courses:

1. (1) Those provided by a college or university authorized to grant degrees.
2. (2) Those sponsored by the North Carolina Athletic Trainers' Association.
3. (3) Those that the Board is satisfied meet the requirement if G.S. 90-533.
