The property carrying registration fee applies to the following vehicles when used to transport property:

1. (1) vehicles designed by the manufacturer as utility sedans, couriers, coupe‑pickups, sedan delivery, and carpenters;
2. (2) station wagons and multi-purpose vehicles with the seat removed; and
3. (3) passenger cars with interiors so constructed or altered as to permit the transportation of property.
