The applicant shall provide the following when registering a vehicle in North Carolina that is currently registered in another state, district, or territory:

1. (1) the documentary proof of ownership, such as out-of-state vehicle registration or out-of-state certificate of title;
2. (2) proof of liability insurance as required by G.S. 20-309; and
3. (3) the payment of fees and taxes.
