A release of previously confidential economic information shall:

1. (1) Bear the signature of at least one of the government representatives identified pursuant to Rule .0518 of this Chapter;

2. (2) Verify that the business has communicated to the State or local government agency involved with the project either:

   1. (a) A commitment to expand or locate the economic development project in this State; or
   2. (b) A decision not to expand or locate the economic development project in this State; and

3. (3) Verify that a public announcement of the project has been communicated to:

   1. (a) The Secretary of Commerce or his authorized designee; or
   2. (b) The authorized government official who is authorized and has knowledge pursuant to Rule .0521 of this Chapter.
