1. (a) After authorization by the Department and before implementation, a technology provider shall notify the Department of any material change to its authorized electronic notary solution.

2. (b) For purposes of this Section, a material change is one affecting the electronic notary solution's core:

   1. (1) functionality;
   2. (2) security; or
   3. (3) reliability.
