In the event of a break in service, a technology provider shall, pursuant to Rule .0207 of this Subchapter, ensure that notaries public using its authorized services:

1. (1) have continuous access to the notaries' records; and
2. (2) have assistance, if requested by a notary public, to transfer the notary's records to an approved custodian.
