A notary public shall not perform a notarial act if an individual identified pursuant to Rules .0806 and .0807 of this Section:

1. (1) is not certified as a CART captioner;
2. (2) is not licensed as an interpreter or a transliterator; or
3. (3) indicates or is known to the notary to have a financial interest in the transactions that are subject to the notarial acts.
