The following systems shall be classified as land application of residuals systems if permitted for the land application of:

1. (1) residuals that are produced by a water pollution control system, water supply treatment facility, as defined in G.S. 90A-20.1, or air pollution control facility, as defined in G.S. 159C-3(2); or
2. (2) contaminated soils.
