1. (a) Costs not associated with CAMA permit letting are ineligible for reimbursement.

2. (b) The following costs are not ineligible:

   1. (1) the costs of local appeal,
   2. (2) attorneys fees,
   3. (3) bookkeeping or accountant costs,
   4. (4) fines and penalties.
