This Section provides for the creation, banking, transfer, and use of emission reduction credits for:

1. (1) nitrogen oxides (NOx);
2. (2) volatile organic compounds (VOC);
3. (3) sulfur dioxide (SO2);
4. (4) fine particulate (PM2.5); and

5. (5) ammonia (NH3);

   for offsets pursuant to 15A NCAC 02D .0531, Sources in Nonattainment Area.
