Emissions of sulfur dioxide or sulfuric acid mist from the manufacture of sulfuric acid shall not exceed:

1. (1) 27 pounds of sulfur dioxide per ton of sulfuric acid produced; and
2. (2) 0.5 pounds of acid mist, expressed as sulfuric acid, per ton of sulfuric acid produced.
