The rules in this Subchapter apply to the submission and review of Requests for Express Review of Applications for the following permits, plans, or certifications:

1. (1) Coastal Post-Construction Stormwater Permits pursuant to G.S. 143, Article 21, Part 1; and
2. (2) Erosion and Sedimentation Control Plans pursuant to G.S. 113A, Article 4.
