An applicant for registration shall:

1. (1) be at least 18 years of age;
2. (2) be a citizen of the United States or a resident alien;
3. (3) be of good moral character and temperate habits, as set forth in G.S. 74D-2(d)(2); and
4. (4) not have been found or declared mentally incompetent by any court.
