Only personnel employed by a local board may enter a local board's warehouse, except for:

1. (1) truck drivers who need to enter in order to verify the amount of merchandise delivered;
2. (2) members of the Commission and its representatives;
3. (3) local board members; and
4. (4) persons with approval from the local board or general manager; provided, they are accompanied by a board member or employee of the local board.
