Travel insurance procured in connection with newspaper subscriptions must comply with the following procedures:

1. (1) All advertising matters shall be published over the name of the regularly licensed agent.
2. (2) The policies shall be offered to all readers of the newspaper and not restricted to subscribers only and a subscription to the paper shall not be a prerequisite to obtaining these policies.
