Before appointing an agent, an insurance company shall determine that:

1. (1) The agent holds the proper license for each kind of authority for which the agent will be appointed; and
2. (2) The agent has not committed any act that is a ground for probation, suspension, nonrenewal, or revocation set forth in G.S. 58-33-46.
