1. (a) "Immediately" as specified in G.S. 108A-103(d), shall mean responds with no delay as soon as a county department of social services receives a report that:

   1. (1) an adult is alleged to be disabled as defined in G.S. 108A-101(d);
   2. (2) an adult is alleged to be abused, neglected, or exploited as defined in G.S. 108A-101(a), (j), or (m); and
   3. (3) an adult is alleged to be in need of protective services as defined in G.S. 108A-101(e).
2. (b) "A life threatening situation" shall be considered an emergency as defined in G.S. 108A-101(g).
