The admissions committee shall make an initial evaluation of the application for admission resulting in one of the following actions:

1. (1) If the child is to be considered for admission, the application shall be referred to the professional staff for additional data collecting; or
2. (2) If the child is not one to be considered for admission, the parents and referring agency shall be notified accordingly.
