1. (a) Except for Dorothea Dix Hospital, upon admission of a deaf client to a State psychiatric hospital, the hospital shall adhere to the following procedures:

   1. (1) within 24 hours, the responsible professional designated by the hospital director shall notify the Regional Adult Coordinator of Mental Health Services for the Deaf to arrange an assessment of the deaf client;

   2. (2) within 60 hours of notification by the hospital, the Regional Adult Coordinator shall perform the assessment which shall become part of the primary client record and shall include, but not be limited to:

      1. (A) an evaluation of the deaf client's language and communication abilities;
      2. (B) cultural and social information;
      3. (C) clinical impression; and
      4. (D) recommendations.
2. (b) Each State psychiatric hospital that admits a deaf client shall be responsible for obtaining and providing interpreter services from the time of admission until the client is transferred.
