Seclusion and isolation time-out shall be used only:

1. (1) in those situations specified in G.S. 122C-60;

2. (2) after less restrictive measures have been attempted and have proven ineffective. Less restrictive measures that shall be considered include:

   1. (a) counseling;
   2. (b) environmental changes;
   3. (c) education techniques; and
   4. (d) interruptive or re-direction techniques; and
3. (3) after consideration of the client's physical and psychological well-being as specified in Rule .0203(b) of this Section.
