Therapeutic community facilities shall operate in accordance with Rule .0504 of this Subchapter and G.S. 122C-Article 3, except:

1. (1) since the facility can operate as an alternative to incarceration, random searches shall be conducted of an individual's belongings and bedroom in compliance with G.S. 122C-62; and
2. (2) privileges of the resident shall be determined as responsibility levels increase.
