A comprehensive primary prevention program shall include activities and services in each of the following six primary prevention strategies:

1. (1) Information Dissemination;
2. (2) Prevention Education;
3. (3) Alternative Activities;
4. (4) Problem Identification and Referral;
5. (5) Community-Based Process; and
6. (6) Environmental Approaches;
