1. (a) The rules in this Section apply to each service delivery site, and to any other provider of services on a contractual basis that incorporates clinical services in their activities.

2. (b) The provision of clinical services shall be provided by qualified mental health professionals as an essential component of the treatment or habilitation process, to include but not limited to:

   1. (1) individual and group counseling;
   2. (2) psychotherapy services;
   3. (3) testing services; and
   4. (4) specialized therapies of various kinds.
