1. (a) The Department shall provide or contract for mental health and mental retardation services.

2. (b) Such services, which address the needs of the client as assessed by a clinician, shall include, but need not be limited to:

   1. (1) emergency;
   2. (2) prevention;
   3. (3) outpatient;
   4. (4) residential; and
   5. (5) inpatient.
