Each satellite jail/work release unit shall have an administrative area which shall provide:

1. (1) adequate space for administrative offices accessible to the public;
2. (2) clerical support areas;
3. (3) record storage areas;
4. (4) space for information resources, report writing, and training materials;
5. (5) conference or training area;
6. (6) space for unit administrator and support staff personnel.
