Each multiple occupancy cell shall house no more than four inmates and shall have:

1. (1) a minimum floor space of 50 square feet for the first inmate and 35 square feet of floor space for each additional inmate;
2. (2) a minimum floor dimension of seven feet;
3. (3) a toilet, a sink, a drinking fountain and a security mirror; and
4. (4) access to a dayroom.
