Each facility with a census of greater than 30 but less than 81 residents shall:

1. (1) have an administrator on-call at all times when not in the building; and
2. (2) have a manager on-duty in the facility when the administrator is not on-duty in the facility. The personal care aide supervisor, as required in Rule .0608 of this Section, may serve simultaneously as the manager.
