An individual shall be eligible to receive subsidized child care services in accordance with Section .0900 of these Rules if:

1. (1) he or she meets the requirements in 10A NCAC 10 .1002 and .1003; or
2. (2) the service is available without regard to income pursuant to 10A NCAC 09 .1004.
